President John Dramani Mahama has reinstated Dr. George Smith-Graham as the Chief Executive Officer of the Fair Wages and Salaries Commission (FWSC), marking a return to a role he previously held for eight years.
Dr. Smith-Graham, who first served as CEO from 2009 to 2017, was instrumental in rolling out the Single Spine Salary Structure, a key element of the FWSC Act, 2007 (Act 737).
His reappointment signifies a leadership transition at the Commission, taking over from Mr. Benjamin Arthur, who led the institution from January 2022 until this week and was widely regarded for his expertise in labour relations.
The announcement comes at a time when the government is advancing plans to reform the FWSC into an Independent Emoluments Commission, a major shift aimed at strengthening wage governance and accountability in the public sector.
"With an impressive track record spanning over thirty years in compensation management, public service reforms, and strategic leadership, Dr. Smith-Graham is exceptionally well-placed to navigate the anticipated reforms," the statement said.
His comeback is expected to drive critical changes as Ghana seeks to modernize its public sector pay structure and deepen reform efforts across wage administration systems.
