President John Mahama has assured that young Ghanaians from all educational backgrounds will have equal access to opportunities under the new Adwumawura programme.
Speaking during the launch of the initiative in the Ashanti Region on Monday, April 28, 2025, President Mahama explained that the programme is designed to be inclusive, youth-led, and fully Ghanaian-owned.
“The Adwumawura programme is designed to be inclusive, it is designed to be youth-led, it is designed to be Ghanaian-owned, and so you must be a Ghanaian to be part of the Adwumawura programme,” he stated.
Emphasising inclusivity, President Mahama clarified that the programme does not require formal education as a prerequisite for participation.
"Whether you are a university graduate, you graduated from a technical school, a vocational school, you are a senior high school leaver, or even those with little or no formal education, you will have equal access to opportunities under this programme," he said.
According to him, businesses selected under Adwumawura will be assessed based on their ability to expand, sustain themselves, and create jobs. He described the initiative as "an ambitious undertaking" necessary to secure a prosperous and resilient future for Ghanaian youth.
President Mahama also highlighted the programme’s financial strength, pointing out that it has solid backing.
"This programme is not like others that were announced in the recent past with a lot of fanfare but proved to be mirages without adequate funding to sustain them. Adwumawura is fully funded, with adequate allocation provided by the Ministry of Finance in the 2025 budget," he said.
Additionally, he noted that 60% of the beneficiaries will be drawn from vulnerable groups such as women and girls in male-dominated trades, persons with disabilities, unemployed youth, rural populations, youths from conflict-affected areas, and former illegal miners.
He added, "Through this we aim to significantly reduce Ghana’s youth employment rate and contribute meaningfully to reducing the global NEET indicator."
